Hoya help! He's been feeling sad for a month or so now. I am following the Greg watering schedule. I sprayed Neem oil a couple times in case it was mold or something. Please help! Any advice?!?

This is my first hoya and I am still new to indoor plants! Since my anxiety calls the shots, I ordered this hoya online and it came in this condition. Is it healthy? Any tips? There are small brown spots and some of the leaves are hard on the ends.
