Romans actually had to rework their neck armor in order to stop being beheaded by Dacian Falxmen.

Not the neck armor, but their helmets. One hit from the falx was just splitting a roman skull, with the helmet offering little resistance. They added some swordbreakers(idk if that's the english word for it. Basically like a small, metal cage) on top of their helmets to adapt to that.
